About Us!

As the largest licensed public tag agent and auto title company in the state of Louisiana, Casey & Casey, NPS, Inc. d/b/a Auto Title Express (C&C) currently collects over 48% of the annual sales tax for the State of Louisiana Office of Motor Vehicles (DMV). In order for us to accurately account for such a high volume of vehicle registrations and sales tax revenue, we have developed a custom billing and tracking application. This application is specifically designed for this particular market, where Casey’s Electronic Registration Transfer (ERT) software interfaces with Casey’s Deal Tracking and Billing System and the DMV system. Our ERT software was developed in 1998 as an electronic vehicle registration (EVR) application linking dealerships and lenders to C&C creating a streamlined registration process to the DMV resulting in increases in efficiency and accuracy.

Casey & Casey is not only a major vehicle information provider for the dealers, public, leasing companies and banks, but also a key liaison for the industry and Louisiana’s DMV. Since 1957, our third generation family owned business managed to become the first privately owned electronic licensed public tag agent in Louisiana and the first on-line agency with Louisiana’s DMV.

In 1993, Louisiana authorized Public Tag Agents to register motor vehicles via a connection to the Louisiana Department of Public Safety’s Office of Motor Vehicle (DMV) computer system. As the pilot program, C&C began registering new vehicles that were sold exclusively by their clientele, new car dealerships. Now, we are authorized by the State of Louisiana to complete all motor vehicle title transactions including, but not limited to the following: registering and titling of new, used, and off-road motor vehicles along with the issuance of license plates and duplicate titles, void and correction capabilities of files, and the issuance of temporary markers and secure power of attorneys.

Recently, C&C was chosen by DMV to be the pilot program for driver’s license renewal and no insurance reinstatement within the private sector.   With our past experience in implementing pilot programs, we are looking forward to assisting Louisiana in joining other states in adopting an electronic lien and title program (ELTP).

Currently, C&C staffs a seventy member team of auto title experts in seven locations. What is an Electronic Lien & title (ELT) Program?

Hassle Free! No More Paper Titles! The ELT Program is designed to allow financial institutions to receive an electronic confirmation via a secure link confirming that a vehicle has been registered and a lien recorded.  This program will also notify the lender electronically when a paper title has been printed upon termination of lien or by the financial institution’s request. It allows authorized personnel of the financial institution to electronically release a lien and send a paper title to the registered owner or a 3rd party, such as a dealership. A paper title may also be printed with the lien recorded and sent to the lender, if needed, such as for repossession purposes.

 

Is it mandatory for us to become an ELT participant of the LA ELT Program?

During the LA Regular Legislative Session 2010, Act No 65 became law.  It states:  “Each federally insured depository institution that originates more than two hundred fifty motor vehicle transactions per year, and each, finance company, lending institution, or other lender shall designate a public tag agent with which such bank, finance company, lending institution, or other lender shall interface its computer system for the purpose of receiving electronic confirmation from the department, of the receipt and the filing of the security interest on the subject motor vehicle. Each federally insured depository institution that originates more than two hundred fifty motor vehicle transactions per year, and each, finance company, lending institution, or other lender shall also designate such public tag agent when transmitting a release or satisfaction of its lien.”

 

In order for Lenders to participate in the LA ELT Program, an agreement between the Lender and the Louisiana Public Tag Agent, acting as their ELT service provider, is required.

This program will potentially eliminate the following:

·        Applying for a duplicate title to replace a lost title

·        Mailing a lien satisfaction to a customer or dealership

·        Mailing a title to a customer

·        Physically satisfying (sign off) a lien on a title

·        Retrieving a title from a title vault when the lien is satisfied

 

This ELT program helps lenders in reducing the storage, mailing, and handling costs associated with motor vehicle paper titles, including the DMV duplicate title fees associated with lost, misfiled, or mutilated titles. It also helps prevent errors and fraud.

Auto Title Express ELT supplies their customers with a user-friendly secured web based application and great customer service, which in turn, will make the transition easy and smooth.

How does it work?

We enter the lender’s account information in the DMV state system and as a result, the DMV assigns the financial institution an ELT (Electronic Lien Title) Lien Code.  The assigned ELT Lien Code is required on every vehicle application associated with the recording of this lender. This ELT Lien Code will be entered in the state’s system during the LA motor vehicle registration process, when the lien is perfected.  A paper motor vehicle title will not be generated by the DMV. As a replacement, an electronic confirmation will be sent to an authorized service provider for Louisiana (I.E. Casey & Casey) that is contracted with the ELT lender.

Once we receive notification from the DMV, these electronic lien and title confirmations will be forwarded to the financial institution’s secure account through our Auto Title Express ELT title management system. Here, the lender can search for titles by owner’s name, vehicle identification number, and create reports containing lien recordation and release confirmation information. This web based application can be utilized as an electronic title depository, replacing the high cost of conventional storage. The information is available electronically at your fingertips! Increases efficiency and decreases cost.

Does it cost anything?

Casey & Casey will charge the lender a small ELT fee for each lien notification.  However, Act No 65 states:  “The seller or extender of credit may charge the consumer fees and expenses for electronic lien and title services or ELT services, pursuant to R.S.32:707.2, provided in connection with a motor vehicle credit transaction.”
